Dont'a Hightower takes #54, writing on the wall for Brian Waters?

There you have it. If you weren't convinced that Brian Waters wasn't coming back, maybe this latest evidence might convince you. Of course, he could just as easily come back and wear a different number.

Hightower wore 45 through camp and preseason but that is not a legal number for linebackers, thus the reason for the change.

The point is, the Patriots are already preparing for Week 1 against the Titans, and Brian Waters still hasn't reported. Even if he did show up today, he would have to wait three days before participating in contact due to the new NFL rules.

Brian Waters locker is already reportedly cleaned out, though the name plate remains.

Mike Reiss of ESPNBoston had a story earlier today quoting a source saying that the reason Waters has not reported because being away from his family in Texas last year was too hard. He would prefer to be on a team closer to home, but with the Houston Texans a top team in the AFC, the Patriots aren't willing to make one of their competitors stronger by releasing Waters.

At this point it seems more likely that Waters retires than returns to the Pats.
